The Metropolitan Manila Development Authority (MMDA) on Saturday issued a list of the major thoroughfares in the National Capital Region (NCR) where the No Contact Apprehension Policy (NCAP) will be enforced, starting May 26, 2025.
In a social media post, the MMDA said the NCAP covers circumferential and radial roads in Metro Manila in which the agency has jurisdiction.
Here’s the list of roads where the NCAP will be implemented:
Circumferential road
- C1 Recto
- C2 Mendoza, Pres. Quirino Ave.
- C3 Araneta Ave.
- C4 EDSA
- C5 C.P. Garcia, Katipunan, Tandang Sora
Radial roads
- R1 Roxas Blvd.
- R2 Taft Ave.
- R3 South Super Highway
- R4 Shaw Blvd.
- R5 Ortigas Ave.
- R6 Magsaysay Blvd., Aurora Blvd.
- R7 Commonwealth Ave.
- R8 A. Bonifacio
- R9 Rizal Ave.
- R10 Delpan, Marcos Highway, McArthur Highway

The Supreme Court has partially lifted the temporary restraining order against NCAP.
The SC has partially lifted the TRO against the NCAP, allowing only the MMDA to implement the policy.
This came after the MMDA filed an urgent motion to lift the TRO against NCAP last week.
In August 2022, the SC issued the TRO against NCAP being implemented by some local government units in Metro Manila.
The order came after transport groups Kapit, Pasang Masda, Altodap, and the Alliance of Concerned Transport Organizations filed a petition against local ordinances related to the NCAP in five cities (Manila, Quezon City, Valenzuela, Muntinlupa, and Parañaque) in Metro Manila.
One of the contested aspects of the NCAP involves the payment of fines, in which the registered owners, not the drivers, of public and private vehicles are the ones who are asked to pay for the penalties. —VAL, GMA Integrated News
